Question for week two of Postrel

While it seems clear that a dynamic approach to governing and the economy will usually produce greatest utility to society, are there arenas in which a more static or traditional approach is needed?  If so, identify them and discuss the challenges that maintaining a static approach here imposes for broader governing?  If not, suggest how those in government might bring traditionalists along?
